Fault in the electronic throttle control motor circuit that opens/closes the throttle plate. Part of Toyota's drive-by-wire ETCS; can drop the car into limp mode.
- Failed throttle body / throttle motor ($150-400)
- Throttle motor connector/wiring fault
- ETCS power source issue (see P1127)
Check first: Inspect the throttle body connector and motor resistance; clean the throttle body. Often a whole throttle body replacement on these.
