P0651 — Sensor Reference Voltage 'B' Circuit Open / Out of Range

What P0651 means

Same as P0641 but the second (B) 5-volt sensor reference circuit. A short or open on that reference affects the sensors it supplies and may cause limp mode.

Most likely causes (in order)

  1. Shorted sensor on the B reference circuit
  2. Chafed/shorted wiring
  3. Failed PCM reference output
  4. Poor ground
